Weird things in Georgia - help me understand!

I've now spent a few weeks in the country, mostly the capital and I'm still surprised by some behaviours or facts that I don't get... I've visited many countries and these things are just something I haven't seen anywhere else.
This will be a pretty long list but I hope you can help me understand
Stray dogs - why are there so many stray dogs in the city? I guess it's better just to let them be rather than kill them... but I still don't understand why they are everywhere. I visited another country (in SE Asia) where there was also quite a lot of stray dogs and those were pretty aggressive, I even got attacked and bitten there. Here they all seem kinda tame so that's nice...
Airport taxi scam - okay so now I know I got ripped off by paying 60 GEL for ride from airport to Marjanishvili. Next time I will use an app... I'm just wondering whether it makes sense to actually negotiate with these guys (down to e.g. 30 lari) or it is just a waste of time and they will reject you under some price?
Speaking Russian - I'm not Russian but I guess I look like one and I understand Russian a bit because my language is similar. I got approached multiple times by people who immediately start speaking Russian to me (without even asking if I speak Russian)... What is a good reaction? Use my broken Russian or try to use English (which they may not understand)?
I understand almost nothing in Georgian, the script just looks like rows and rows of titties and asses (sorry no offense :D) or runes from Tolkien's lore. And the transcription doesn't help either. I mean "ganskhvavdeba t’elearkhebis mikhedvit da shesadzloa itsvlebodes" how can you even pronounce that
Flour and salami by weight - I see this in shops all the time, there's a big box of flour and you can pick up the amount you want. Isn't that just weird? Maybe it makes sense with salami (stays fresh longer) but with flour? Why don't you just pack it in 1kg bags (plus maybe 500g bags if necessary)? Maybe it is also more hygienic...
Loud metro - this one is a real mystery. I lived in a city which uses exactly the same wagons (Russian 81-71) but there they just seem more elegant and definitely much much quieter. Why is the metro so incredibly loud? You cannot even use headphones in there because all you hear is noise. I'm not complaining for a 17 cents ride lol but I don't understand
20 currency exchanges next to each other - seen this on multiple places, e.g. Station Square and Delisi. There is just a street with exchanges next to each other, maybe 20 or 30 of them on a 100m row. All with red panels and all operational. How can this even work and how can you make money on a 2.975-2.980 GEL/USD spread?
Ugly building facades - I know the socialist "functionalist" building design, just put blocks of concrete together and then put people inside. However why are the facades in Tbilisi so unaligned / unmaintained? When you go to some other countries with similar buildings (Baltics, Balkans, Eastern Europe...) the buildings just somehow look better. Here it is a total cacophony, one window painted purple, another window broken, this one looks like the owner illegally added a balcony there, another window looks like it has been through 70 typhoons...
Licence plates numbers - i thought I was being paranoid or something but I noticed so many cars which have matching first+second letter and last+prelast on their licence plates. E.g. DD-215-RR or AA-106-FF. This is definitely not random, so is this something people pick intentionally?
Mercedes cars - why is DaimleMercedes so popular here? I spoke with multiple taxi drivers, they usually drove Priuses and always mentioned they prefer Mercedes. Even on so many ads you always see a Mercedes ("Win a Mercedes in out casino"). Why are so many people obsessed by this brand? When you go to Germany, it is just meh, a Mercedes, whatever.
I'm no longer surprised by right-wheel cars (cheap imports from Japan) and so many hybrid Priuses (cheap to operate as a taxi car and tax incentives) but I'm mentioning it just in case someone is also confused and googles this.
People with nose bandages - when walking through the city I just notice a lot of people with these nose bandages, usually young girls. What is that? I've honestly never seen that many people with nose bandages in my country... Is that like something you carry after some operation (adenoid removal or whatever) or do just so many people get a nose job because they don't like their noses?
People selling random stuff - I'm talking about these small things that aren't weird individually but when you see them all the time, it is just weird. For example single pack of paper tissues, single cigarettes, scissors or old ladies selling lemons (that is actually kinda sad). What kind of a business model is that to have four ladies next to a train station, each of them selling lemons; next to them other four ladies, each of them selling bananas.
Old guys on bridge selling weapons - I think the bridge is called Saarbrucken, close to city hall. There are these old uncles selling stuff including knifes, boxers, even some rifles and pistols. Haven't tried buying one but it is a bit strange.
Water tap hot/cold stickers - you know these rounded half red half blue stickers that you put on water tap. I've stayed in several Airbnbs, visited some restaurants etc., and basically in 90% of them (maybe 18 out of 20) ALWAYS had them wrong or they were just missing. I know this is a very tiny detail but I was so confused that I actually thought here blue means hot and red cold... or something. Obviously that's not the case but why is it always wrong... If you're a construction workeplumber, it would take you 30 seconds to check which way is hot water and attach the stupid sticker correctly.
